That's how they're supposed to be trained so they can get criminals and fugitives. But they're usually loving. Maybe the one you encountered had a bad day or something. Who knows what could've happened before you encountered the horse and considering it was at the vet there may have been a reason it was acting the way it was.
If animals are taken into a battle zone, vets should be sent too. Just like doctors are sent to care for the human troops, vets should be sent too because like Col. Fredrick Lough said, the horse are like a piece of home for the soldiers and everyone who is on base and interacts with the horse.

I agree horses are pack animals and love to track and but of course they don't just choose to join like humans do but they serve honorably and they do get medals and they generally out rank handler and handlers see them as they see any brother in arms and horse being pack animals probably see it the same but not being able to reason or speak with horse unfortunately that and worse will continue till humans return to dirt.
